Challenge
The five-year CSR program (2018–2023) that Adaro Metcoal Companies ran across 22 partner villages in Murung Raya, Central Kalimantan, needed a credible assessment of its effectiveness — not just an activity report. The company needed an internationally recognized evaluation method so results could be defended to a range of stakeholders. The core question was simple to ask but hard to answer without the right methodology: had years of CSR investment actually delivered value to village communities.
What we did
Our team designed an evaluation built on OECD-DAC criteria, combined with Social Return on Investment (SROI) analysis and Data Envelopment Analysis (DEA) to measure social value per rupiah invested. Every CSR program across the 22 villages was assessed systematically against OECD-style relevance, effectiveness, and sustainability criteria. This mix of quantitative and qualitative methods was chosen so the resulting recommendations could feed directly into planning for the next period.
Outcome
The evaluation produced a map of programs proven to deliver value alongside those needing reassessment, complete with resource-reallocation recommendations. Adaro gained a credible baseline for shaping its next CSR strategy in Murung Raya. The evaluation also opened the continuation of our work with Adaro through social mapping across 23 villages in the same year.
